Most VA-loan pages explain the zero-down part and stop. In Pennsylvania the more valuable number is the one on your property tax bill.
โ โ โ The three zeros, and they are three different authorities
โ Each one is conditional, and the third has the most conditions. Nobody gets all three automatically.

โ โ โ Nothing coordinates these three. They are a federal guaranty rule, a federal fee rule and a Pennsylvania tax statute, and a veteran can satisfy all three at once without any of the three agencies telling them so. How the stack works, and what it leaves you still paying.
โ โ โ The Pennsylvania exemption, and the sentence that changed in 2025
From the Department of Military and Veterans Affairs: "On January 1, 2025, the State Veterans Commission adjusted the presumptive need level for the Disabled Veterans Real Estate Tax Exemption upward to $114,637 in accordance with state law. Veterans and surviving spouses who have previously been denied for need are encouraged to consider submitting a new application."
โ โ โ Read the second half again. The Commonwealth is telling previously rejected applicants to come back. If you were turned down on income before 2025, you were measured against a lower number.
โ Below $114,637 you get a "presumption of need". Above it you can still qualify, by showing allowable monthly expenses exceed monthly household income. Every criterion, quoted.
โ โ The condition that disqualifies some 100% veterans
The exemption requires "service during a period of war as determined by the U.S. Department of Veterans Affairs".
So a veteran rated 100% service-connected for an injury sustained in peacetime service does not meet that limb, however severe the rating.
โ โ The flip side is that Pennsylvania's veteran population is unusually well placed for it: Vietnam-era veterans are 35.70% of the state's veterans, the largest single cohort. And the Commonwealth adds that "operation or service-specific expeditionary medals can also be used to establish wartime service", which widens it further. What counts, and what does not.

โ โ Pittsburgh is Pennsylvania's second city and the cheapest large metro in it, and over the year to August 2026 it moved 0.2%. Philadelphia moved 2.5%.

โ โ Where the veterans are, and it tracks the installations
Cumberland County has the state's 3rd-highest veteran share and its lowest veteran unemployment, 0.24%. Carlisle Barracks and the Army War College are there.
โ Franklin County, which has Letterkenny Army Depot, runs 0.79%. Lebanon County, which has Fort Indiantown Gap, is one of nine counties at zero.
โ โ Beaver County cuts the other way, and we would rather say so: 2nd-highest veteran share at 5.74% and 2nd-highest veteran unemployment at 11.39%. A big veteran population is not the same as a strong veteran job market. All the county data.

With full entitlement the VA states you have "no loan limit", as long as you can afford the loan and the appraisal supports the price. The county figure matters to a veteran with remaining entitlement.
